Background

The Government of Indonesia, in its effort to strengthen democracy and improve public service, has been implementing decentralized governance through regional autonomy.  Significant devolution of public service delivery responsibilities and development resources had taken place since the implementation of Laws 22 and 25 of 1999.  The Laws were recently revised with the passages of Law 32 and 33 of 2004.  The above legislative framework along with the new law on National Planning System (Law 25/2004) poses both challenges and opportunity in completing the adjustment process toward ideal decentralized public services, which are more responsive to the demand of the citizens at the local level.

UNDP is assisting the Government of Indonesia in implementing a decentralization support programme aimed at facilitating the local and provincial governments in implementing decentralized governance.  The programme includes a core project on demand-driven public services delivery improvement at the Kabupaten/Kota levels (through Building and Reinventing Decentralized Governance-BRIDGE project),. BRIDGE project is ending, but a number of exit-strategy activities are planned to be implemented until June 2008. However, within BRIDGE project, two new flagship projects of the Decentralization Programme of UNDP, the Provincial Governance Support Programme (PGSP) and ART Gold Indonesia Programme are on the process of preparation.

PGSP will work on the rapidly changing contexts of decentralization in Indonesia, in particular on the position, roles and responsibilities of the provincial government. AGIP will work to promote strategic international cooperation between provincial and local governments utilizing territorial (area-based) development approach addressing issues related with the fulfillment of the MDGs. The project documents for these new projects are being prepared while some of the preparation activities are already on-going. The target is to have the full-fledged projects running in 2009.

The preparatory activities will involve, among others, development of project documents, establishment of ART Gold working group, development of ART Gold quick impact initiatives, finalization of the Provincial Human Development Report of Gorontalo (Gorontalo will be the first pilot province of PGSP), capacity assessment of provincial government of Gorontalo, research on the alternatives to Proliferation of the Regions (Pemekaran Daerah), technical assistance to a key office of the Indonesian Government in responding to complex decentralization issues, as well as assessment missions to some regions to explore the possibilities of developing local governance reform projects.

Duties and Responsibilities

The Project Officer will perform substantive and programmatic functions, under the direction of the Project Manager. S/He will work closely with project staff in the regions.
The Project Officer has the following main duties and responsibilities:

  • Provide substantive contribution and advisory to the development and implementation of project work-plans, in coordination with Project Manager and in collaboration with Programme staff in UNDP Decentralization Cluster as well as other team members in national and provincial/local levels;
  • Execute the project work-plans at the national level, and monitor the implementation of activities at the local and provincial levels;
  • Provide advisory and support for the execution of project work-plans at the provincial and local levels;
  • Establish the instruments and mechanism for, supervision, monitoring and evaluation of project activities at all levels of government in accordance with UNDP M&E framework;
  • Develop the substance and materials for communicating the project and its outputs to various stakeholders, and manage public outreach activities as directed by the NPM;
  • Serve as BRiDGE focal point in Bappenas for liaising with other government institutions, other UNDP projects and with a wider decentralization stakeholders as directed by the NPM;
  • Prepare regular substantive reports, with special attention in documenting processes in the project;
  • Review narrative project reports and verify financial reports of each activities, particularly those conducted in the regions with the view of preparing consolidated report for UNDP;
  • Organize and manage day-to-day operations of the project office, and supervise the work of Administrative and Finance Assistant;
  • Perform other relevant duties as required by the Project Manager.

Required Skills and Experience

Education:

  • Preferably have a Master’s degree or comparable experiences in public administration, political science, urban/regional planning, community/social development, and other related fields.

Experience:

  • Minimum 8 (eight) years of demonstrated experience in development work and/or in managing projects in the areas of governance, social development or other related fields;
  • Excellent command of both written and spoken English;
  • Excellent communication and presentation skills, particularly for coordinating and facilitating various development and governance partners;
  • Full of initiative and sound judgment, and demonstrated ability to work in multi-cultural UN environment;
  • High skill-level with computers, particularly in the areas of databases, information management technologies, and in handling of web based management systems;
  • Willingness to travel to project sites;
  • Understanding the nature and roles of NGOs and CSOs in human development context is a must.

Language Requirements:

  • Excellent command of English and Bahasa Indonesia, both spoken and written.
